The ESA (Endangered Species Act) was passed in 1973 by congress to protect and recover imperiled species and the ecosystem upon which they depend on. ESA makes it illegal to take any animal without a permit, which include destruction or modification of the habitat. Currently the ESA protect mort than 1600 plant and animal species in the United States. Depending on which political party is in office the ESA changes making the efficacy of the policy not very consistent.
